Haha, that is funny. I checked with with customer service and they said the legs were sewn that way. I guess they didn't bother to take one out of the package.

Yes, i also contacted Topman once about exact measurements about the long model (2013). I told them that I could not find applicable information for that model in their lists. They bothered me to send the lists as PDF to me. So I felt lucy and ordered initially a too large size, looked inside and there was sewn inside a lable with "Fits size X to Y". For luck I had a very thankful customer for the largest size available. I ordered again a smaller size which fit better on the waist (fits size 32 to 34). Unfortunately Topman's inseam sizes are not good for skinny tall people. Either thin large people have to live with very baggy fit to match length or they have to deal with hipster-like floodwater fit.
But I totally agree - the customer service is either lazy or stupid or both! Hell, where is the damn problem to send one person with ruler to storage let him take measuerments and provide that information correctly to customers? Sizes with letters from nXS to nXL are stupid as hell. Go metric or at least adopt WxL in inches!

So wait, can the legs of the shortalls really be rolled down to regular overalls? I recently bought dungarees from topman as well, but I got overalls instead. If I can unroll the legs, I'll buy some of their shortalls as well!
